Public call for digital assistant based on artificial intelligence / virtual assistant based on AI / for the needs of the state aid programs of the Government of the Republic of Northern Macedonia realized through the Economic Growth Plan

Based on Article 27 and Article of the Law on Innovation Activity (“Official Gazette of the Republic of Macedonia” No. 79/13, 137/13, 41/14, 44/15, 6/16, 53/16, 190/16 and 64/18), and regarding Rules for organizing and conducting competitions and challenges to encourage innovation in the priority areas of science and technology from 20.01.2020, Arch. No. 01-514/17 the Rules for supplementing the Rules for organizing and conducting competitions and challenges to encourage innovation in the priority areas of science and technology from 16.03.2020, Arch. No. 01-797/6, and the Rules for supplementing the Rules for organizing and conducting competitions and challenges to encourage innovation in the priority areas of science and technology from 01.06.2020, Arch. No. 01-1662/5, the Management Board of the Fund for Innovation and Technology Development on 19.07.2021 adopted the following:

Public Call for a digital assistant based on artificial intelligence / AI-based digital assistant / for the needs of the state aid programs of the Government of the Republic of North Macedonia realized through the Plan for Economic Growth

 

In today’s dynamic world, the digital practices provided by governments and business no longer match the way people communicate. In the face of high global demand, consumers and citizens expect to quickly and easily gain access to the information they need.

AI-based digital assistants offer 24-hour service, enable direct communication with the users, as well as a quick response to their requests. The assistants have the ability to initiate proactive communication with the clients by offering personalized referrals, which increases the quality of the client experience. More importantly, AI-based virtual assistants provide savings when it comes to costs for providing customer services.

AI-based digital assistants offer incredible opportunities for the governments to provide a higher level of service quality through a more favorable and direct access to them for the citizens, without them having to wait for another human being to tell them how, when or whether they can receive such services.

Other expected benefits for the citizens:

  • Fast access to public data
  • On-line submission of a complaint request
  • On-line submission of a form
  • Saving time
  • Assistance in the mother tongue of the user
  • Liberation from the traditional way of communicating through phone calls and e-mail.

Digital assistants also contribute to the public assistants receiving benefits by enabling the employees to replace the routine technical work with activities and tasks that have higher added value and require additional emotional engagement that such an assistant could not replace. The expected benefits from the implementation for the state agencies are as follows:

  • Facilitation of the problem solving with the citizens
  • Increased access to public services
  • 24-hour access to services and greater accessibility to the citizens
  • Reduction of the dedicated workload and the response time
  • Easy integration and management
  • Provision of multilingual support
  • Provision of support for multiple platforms

Through this call, the Fund in cooperation with the Cabinet of the Deputy Prime Minister in Charge of Economic Affairs at the Government of the Republic of North Macedonia, organizes a challenge for creating innovative solutions that facilitate the communication between the user and the computer and that will offer a unique experience to the clients that are domestic and foreign companies and investors who use state aid according to the Law on the Financial Support of Investments (Official Gazette of the Republic of Macedonia, No. 83 dated 08.05.2018).

The introduction of artificial intelligence in the process of communication with existing and potential investors will bring a number of benefits, primarily in terms of the quality of the information received and the time savings on both sides.

The very elimination of the human factor will mean equalization of the information received from different institutions, as well as elimination of the possible subjectivity in the process. The answers that the system will generate will be standardized and accurate, provided in real time and constantly available to users. In addition, the space for error in communicating the information and data requested by users will be drastically reduced.

One of the main benefits of the smart system is the scope of information that will be provided on the basis of various topics, laws and programs related to state aid, as opposed to the limited data that each institution can provide within its competencies.

The introduction of this innovation will bring potential savings of financial resources for the institutions involved in attracting, managing and maintaining contact with the investors.

 

The AI Digital Assistant should include the Plan for Economic Growth of the Government of the Republic of North Macedonia that is implemented through three pillars:

Pillar I: measures to support investments through the Government of the Republic of North Macedonia;

Pillar II: measures to support competitiveness through the Government of the Republic of North Macedonia;

Pillar III: measures to support innovation that are implemented through the instruments and challenges of the Fund for Innovation and Technology Development.

The AI-based digital assistant we are looking for in this challenge should have the following features:

  • Able to learn fast;
  • Enable communication with the end users through the exchange of text messages;
  • Based on advanced AI technologies, such as natural language processing (NLP) and natural language understanding (NLU);
  • Personalized, i.e. able to adjust its language and tone based on context;
  • Able to handle a complex request;
  • Able to understand and answer in Macedonian, Albanian and English with great precision in a natural way and handle multiple questions;
  • Able to understand the Macedonian language equally well in Latin and Cyrillic letters;
  • Safe and transparent in relation to the data it collects and uses;
  • Focused on providing knowledge-based services;
  • Ability to transmit information through different support channels;
  • Easy to update in real time, without disturbing other data catalogs and without any interruptions;
  • Able to convey the task of a human agent within the same conversation when a request is outside its knowledge base;
  • Provide answers and information related to Government support mechanisms and programs;
  • Handle support tickets;
  • Help users learn about the available programs and provide a “step-by-step” guide for users when applying for government programs;
  • Provide services in Macedonian, Albanian and English;
  • Provide 24/7 availability and direct accessibility to the citizens through Facebook Messenger, Viber and Web;
  • Talk in a natural way, understand the context of the conversation and be able to answer any question;
  • Able to serve an unlimited number of people at the same time;
  • Comply with the GDPR, the General Data Protection Regulation.

The implementation of the project may be in the duration of a total of 24 months: 12 months for development and implementation and 12 months for maintenance and upgrade.

The Fund may, based on justified circumstances, approve extensions of the project implementation for up to 6 (six) months.

The competitor must be a legal entity that meets the following conditions:

  • To be a trade enterprise established in accordance with the Law on Trade Companies and registered in the Central Registry of the Republic of North Macedonia;
  • To be predominantly owned by Macedonian citizens (with 50.1% or more);
  • The annual revenues of the enterprise should not exceed 10,000,000.00 (ten million) EUR in the last two fiscal years, in accordance with the financial statements;
  • To be an enterprise with a maximum of 250 employees;
  • To not be affiliated (in accordance with the Law on Trade Companies) with another enterprise whose annual revenues exceed 10,000,000.00 (ten million) EUR and the average number of employees does not exceed 250 in the last two fiscal years, except in the case of capital connection with a higher education, i.e. scientific and research institution;
  • To have no bankruptcy procedure or liquidation procedure initiated against it;
  • To have settled due liabilities on the basis of public duties and contributions;
  • To have no enforcement procedures for collection of due monetary claims initiated against it;
  • To meet the requirements of the Law on State Aid Control and the Decree on the conditions and procedure for granting aid of minor importance ( (de minimis), ie:
  • To have not accumulated more than 200,000.00 (two hundred thousand) euros state aid of minor importance for a period of three fiscal years, including the requested amount of funds from the Fund in accordance with the Law on State Aid Control and the Regulation on the conditions and procedure for granting aid of minor importance (de minimis);
  • To have not accumulated more than 100,000.00 (one hundred thousand) euros state aid of minor importance for a period of three fiscal years, including the requested amount of funds from the Fund, if the enterprise is active in the road traffic sector, in accordance with the Law on Control of state aid and the Decree on the conditions and procedure for granting aid of minor importance (de minimis);
  • To not be in difficulty (an enterprise in difficulty is an enterprise that is unable to meet its obligations from its own resources or funds that it can obtain from its owner/shareholders or creditors, to stop losses that without external intervention by the aid providers will certainly lead to short-term and long-term cessation of operations), and
  • Not to be engaged in production of coal

If the project proposal involves cooperation of the Competitor with another company, the conditions for the partner are the same as for the Leading Competitor.

A total budget of 9,000,000 (million) denars has been provided for funding a project within this call.

The Fund provides funding of 100% (one hundred percent) of the total project budget for the winning project proposal, in a maximum amount of 9,000,000 (million) denars.

If there are not enough quality project proposals or the conditions for financing are not met, the Fund reserves the right not to award funds.

The project proposal should include activities for development of a new, innovative solution in stages from a confirmed concept to a solution functional in a real environment.

The competitor should have experience and references from previously developed and proven solutions for an AI-based digital assistant in Macedonian, Albanian and English in the country and abroad.

The activities may include:

  • Testing activities;
  • Design;
  • Research and development activities;
  • AI digital assistant training and re-training activities.

The abovementioned list of activities is not limiting.

Costs eligible for funding

Eligible funding costs within the project proposals submitted at the competitions, i.e. the challenges are:

  • Gross salaries – the amounts of the gross salaries for the employees engaged in the project should correspond to the established practices of the beneficiary prior to the start of the project;
  • Procurement and/or rental of equipment and consumables for research and development (procurement and/or rental of a server, hosting, etc.);
  • Hiring research and development experts/advisors;
  • Hiring consultants for other needs directly related to the challenge results (expertise in innovation management, financial management, mobilization of additional funds, business development, marketing, legal affairs, intellectual property protection, etc.);
  • Provision of quality, standardization and accreditation;

Ineligible funding costs within the project proposals submitted at the competitions, i.e. the challenges are:

  • Costs for obtaining licenses for existing solutions for building an AI digital assistant;
  • Repayment of interest or debt of another party;
  • Costs and commissions for past or possible future losses or debts;
  • Coverage of losses due to currency exchange, fees and penalties;
  • Expenses for entertainment and catering;
  • Staff recruitment costs (cost for announcements of job posting, commissions from employment agencies, costs related to candidate selection, etc.) and relocation costs;
  • Purchase of land or buildings, including renovation;
  • Cash payment from the special project account;
  • Export activities (costs directly related to export of products, establishment and operation of a distribution network and the like)
  • Annual patent maintenance fees (with the exception of well-justified cases assessed as an allowable cost in the evaluation of the project proposals);
  • Salary supplements;
  • Costs for consulting services provided by the owner(s) of the company that is a beneficiary of the prize;
  • Renting of business premises from a lessor who participates in the activities of the project or is a person related to the beneficiary of the prize;
  • Procurement of passenger, freight and transport vehicles;
  • Procurement of used equipment;
  • Value added tax (VAT) in case the awarded entity is entitled to a VAT refund.

The costs for activities that were previously financed from other sources are also not eligible for funding.

The main criteria for evaluating project proposals shall be:

  • degree of innovation;
  • project team capacity;
  • project quality;
  • Implementation potential/market potential;
  • Impact

The Fund reserves the right to negotiate with the competitors regarding the defining of the activities and the budget details of the project on the basis of recommendations received from the Evaluation and Selection Committee, prior to the signing of the Awarded Contract.

The Fund reserves the right not to award a contract if there are insufficient quality project proposals or the prerequisites for awarding the contract under these Rules and the requirements set forth in the Public Call are not met.

The criteria and sub-criteria for evaluation of the projects are described in the form Evaluation Table.

 

In case the project is based on existing intellectual property rights, the Competitor shall be obliged, before signing the Award Granting Contract, to submit proof of the right to use the intellectual property in the form of a licensing agreement, in-kind contribution agreements, or other type of agreement confirming that the Competitor has the right to use the intellectual property on which the project results are based.

The Fund is not liable for intellectual property rights disputes between the Beneficiary and third parties.

All intellectual property rights and know-how that will be created during the implementation of the Project and / or as a result of the implementation of the Project belong to the Beneficiary and if applicable, the Beneficiary should protect the intellectual property rights.

The Evaluation and Selection Committee shall comprise of:

  • Two (2) representatives of the partner institution;
  • Two (2) experts in the field of the challenge;
  • One (1) representative of the Fund

The Committee operates on the basis of a Rules of Procedure of the Evaluation and Selection Committee that is adopted at the first meeting of the Committee.

NOTE: At the request of the members of the Committee, the Fund may hire experts who will provide expert opinion on certain applications, appropriate to the area of their expertise. In such a case, the expert opinion will be taken into account by the members of the Committee in the evaluation of the application.

The procedure, from the receipt of the submitted applications until the selection and the adoption of the final decision on selection and awarding of funds to the beneficiary/ies, consists of the following steps:

  • Administrative verification of the project documentation (whether it is complete and in accordance with the eligibility requirements stated in the public call)
  • First evaluation of the project proposal (pre-selection)
  • Selection of the best project proposals
  • Pitching or presentation of the pre-selected project proposals before the Evaluation and Selection Committee
  • Selection of a winning solution and signing of a contract

The selected solutions will be fully available free of charge to all citizens of the Republic of North Macedonia, at least within one year after the completion of the project. The policy for access and use of the solutions by citizens of other countries shall be determined by the applicant.

When applying, the following documents must be submitted:

Project documentation (signed and stamped by an authorized representative of the Competitor, and available through the Fund’s website):

  • application Form;
  • project Budget;
  • statement of the Competitor on the acceptance of the conditions of the Fund;
  • notarized statement on the ownership – founding structure of the Competitor;
  • CVs of the project team (up to 5 (five) people) in Macedonian.

The overall documentation should be submitted in Macedonian language. The project documentation must be submitted on the forms prepared by the Fund.

In case a competitor is awarded a grand, the Fund reserves the right to request other documentation, which should be submitted as soon as possible.

The application deadline for the Public Call is 20.09.2021, until 2:00 PM.

Only those project proposals that are submitted in the above manner and within the above deadline will be considered for funding.

  1. Со какви бази на податоци ќе треба да се спои решението во однос на тип, големина, структурираност?

 

  • Програмите за државна помош доаѓаат од неколку различни институции од страна на Владата на Република Северна Македонија и во моментот не постои централизиран систем и база на податоци. Според тоа, дигиталниот асистент треба да е во можност динамично да ги превзема информациите од различни извори и формати вклучувајќи но не ограничувајќи се на различни web страници, бази на податоци, стандардни оперативни процедури, правилници и останати документи во различни формати.

 

  1. Во однос на серверот на кој што ќе се имплементира решението, дали се обезбедува, изнајмува или е дел од проектот?

 

  • Техничката инфраструктура на решението треба да биде предложена и обезбедена во целост од страна на апликантот кој ќе биде избран како победник на предизвикот. Проектот како подобен трошок предвидува „Набавка и/или изнајмување на опрема и потрошни материјали за истражување и развој (набавка и/или изнајмување на сервер, хостинг и сл.)“.

 

  1. Дали решението ќе подразбира само литературна форма на јазици? Што со дијалектите или со мешан јазик?

 

  • Дигиталниот асистент треба на природен начин да може да ги разбира македонскиот, албанскиот и англискиот јазик. Поради начинот на кој луѓето комуницираат преку chat каналите, дигиталниот асистент, покрај литературните форми треба да е во можност да ги разбере и неформалните разговорни форми на јазиците вклучувајќи и прашања кои се напишани на дијалект, популарни фрази и граматички некоректни прашања.

 

  1. Што се подразбира под Способен за брзо учење?

 

  • Дигиталниот асистент треба да е во можност брзо да ја надоградува својата база на знаење со цел да може да е во тек со најновите промени и да дава точни информации, како и да асистира со нововедените постапки поврзани со програмите за државна помош.

 

  1. Дали во системот треба да се обезбеди и решение за тикети за поддршка или само да се поврзе со постоечкото?

 

  • Системот треба да вклучува и решение справување со кориснички барања и билети за поддршка со следење на статус, како и можност за префрлување кон реален агент доколку тоа е потребно.

 

  1. 8. Дали имате дефинирана група на тест процеси преку кои ќе ја одредите прецизноста (точност) која ја барате, која прецизност (точност) е задоволителна?

 

  • Дигиталниот асистент треба да е во можност да комуницира со крајните корисници на природен начин и да ги разбира прашањата и барањата со што повисока прецизност. Целта е корисниците да можат да водат природна конверзација со асистентот и да добиваат одговори на нивните прашања и асистенција за нивните барања. Поради тоа, корисникот треба да достави и референци од претходно изработени и докажани решенија за дигитален асистент базиран на АИ на македонски, албански и англиски јазик, со цел да се валидира квалитетот на претходно изработените дигитални асистенти на корисникот.

 

  1. Што се подразбира под сложено барање?

 

  • Покрај одговарање на прашањата на корисниците, дигиталниот асистент треба да е во можност да ги води корисниците чекор по чекор низ сложени барања се до решавање на проблемот или барањето. Пример за сложено барање е можност дигиталниот асистент да го води корисникот чекор по чекор низ процесот за аплицирање на некоја од програмите за државна помош, па дури и можност преку дигиталниот асистент корисникот да испрати апликација.

 

  1. По кои критериуми ќе се одредува безбедноста и транспарентноста на решението?

 

  • Безбедноста на решението ќе се одредува според тоа дали предложената архитектура е во согласност со најновите трендови за безбедност на информационен систем, заштитата на корисничките податоци и отпорноста на системот од сајбер напади. Додека пак, транспаретноста на решението ќе се одредува спрема валидноста на информациите прикажани во аналитиките на системот со реалните податоци разменети со крајните корисници.

 

  1. 12. Кој е максималниот број на корисници како критериум за тестирање но и за евалуација?

 

  • Целта е дигиталниот асистент да е постојано достапен и да нема застој во работата, ниту задоцнување при одговарање дури и при голема оптеретеност и сообраќај, со цел да е во можност без престан да ги услужува корисниците дури и при голема оптовареност како најавување на нови повици и механизми за помош или крајни рокови за аплицирање. Според тоа дигиталниот асистент треба да е во можност да зборува со околу 2.000 корисници истовремено без задоцнување и намалување на перформансите.

 

  1. Дали референците за виртуелен асистент базиран на АИ, мора да вклучуваат проекти на македонски и албански јазик?

 

  • Со оглед на тоа дека согласно Јавниот повик, Натпреварувачот треба да има искуство и референци од претходно изработени и докажани решенија за дигитален асистент базиран на АИ на македонски, албански и англиски јазик, во земјата и странство, овие референци секако би додале поголема вредност и поени при оценувањето од страна на Комисијата.
